The socio-economic conditions in India call for safeguarding the right
to social security of all those categories of workers, who face systematic
discrimination both in the public and private sectors. The situation is grave in
the private sector, where there is neither a reservation system nor an
antidiscrimination law to prevent discrimination. There is prevailing
fearlessness of the use of violent methods for fulfilling personal greed and
objectives which in terms affects the right to freedom and right to life and
liberty guaranteed by the Indian Constitution.
India must meet the human rights accountability challenge posed by the
contents of its own Constitution and the international human rights instruments
it had ratified. To meet this enormous challenge, nothing but a radical shift in
economic, security and social policy is needed. It is hoped that India's second
UPR will provide solid recommendations to make such a radical change
possible, which is urgently required to reverse the adverse human rights
situation faced by a significant part of the people of India.
The Inter-University National Debate Competition on "Is Indian
Constitution the Guardian of Human Rights?" will help in generating
awareness regarding the prevalent human rights violations and in providing
some answers to this burning issue.


Rules and Regulations:
> The topic of the National Debate is "Is Indian Constitution the Guardian
of Human Rights?"
) This competition is open to students enrolled in any course of University.
> Each University will have one team (for & against). Participant can either
speak for the motion or against the motion as per their choice. it shall be
declared by them at the time of registration.
> Participants will have to submit the letter of registration signed by the
concerned authority to get registered in the competition. Participants
should also carry their ID cards issued by the University on the day of
competition and submit of a photocopy.
> A confirmation mail should reach to rkshanna038gmaiLcom & Mobile
No.094143 10889 latest by 22" March, 2014. Name and contact details
(mobile & e-mail) with the details of university should be mentioned
properly in the E-mail.
> The hardcopy of the Registration form should also be send by post to the
Convener.
> Medium of Debate will be either English or Hindi.
> Each speaker will be given 3 minutes and 2 minutes for rebuttal after the last
speech of the debate. There shall be a warning bell after 2 minutes and
participants will have to conclude within next one minute. After 1 minute, 5
marks will be deducted for each 30 seconds taken extra by the speaker,
The debate will be evaluated by a panel of judges on the basis of criteria
given below:
Content: Knowledge and depth-30 marks
Presentation: (i) Style and delivery- 10 marks, (ii) Language- 10 marks.
Thejudges will base his decision entirely on the material presented, without
regard for other material which he may happen to possess.
> No reading of the material would be allowed.
The decision of the judges will be final and no complaint would be accepted
in this regard.
> Affiliation of the student will not be disclosed before the result is
announced. Participants would not be allowed to interact with judges before
and during the competition.
The speaker must not use offensive language. Aggressive behavior can lead
to disqualification.
No TA/DA will be provided.
The venue is University of Rajasthan, Jaipur.
> Timings-09:30 a.m. onwards.
Awards / Prizes:
' Attractive prizes will be given to the winners.
1 Prize, 2 Prize, Yd Prize
Trophy to the best University on the basis of marks awarded to each team.
> Certificate will be given to the participants.
Participants: Maximum 25 teams (for English & Hindi combined) will he
participating from all over India. One team from one University.
Note: Only 25 teams will he accepted for participation on first cum first
serve basis in the order ot'the registration.
